Over the past 13 years, Mr. Sprygada has worked 4 major DOE Nuclear
Demolition and Decommissioning (D&D) Projects. Prior to working 13 years
in the Nuclear D & D arena, he worked in the U.S. NRC Nuclear Power
Program as a Fire Protection Quality Assurance Manager for 17 years and the
last 3 years as a Fire Protection Engineering Specialist.

Project Control Manager
Managed the project controls staff who implemented
procedures and processes for project controls including managing an earned
value management system (EVMS), maintaining an effective schedule control
program and implementing a cost control process that included identifying the
discrepancies in the estimate and submitting change control documentation.
These processes were all done in compliance of DOE Order 413.3B and
ANSI/EIA-748B.
Created and maintained resources loaded baseline schedules
from infancy throughout operations of the full scope of work. Continually
monitored work progress to planned schedule and cost. Monitored ongoing
project risk identification and mitigation against those identified in the
project plan. Prepared quarterly and monthly project reports for progress,
performance and issues and reported them for client review. Reports included
Schedule and Cost Variance Analysis for tracking project SPI/CPI indices,
Cost Performance Reports 1 – 5 (CPR) for both cost and schedule analysis and
full schedule baseline analysis. Tracked and review project milestones for
comparison to project baselines. Monthly reporting also consisted of routine
tracking of Performance Metrics to the project plan.
Developed and maintained the integrated project baseline
schedule utilizing Primavera P6 & P7. Developed, monitored, and analyzed
the project schedules. Facilitated schedule development activities, schedule
tracking, status capture, schedule analysis and schedule reporting.
Coordinated and managed schedule inputs to the level of detail defined in the
Project Plan. Coordinated the weekly status of work completed. Collaborated
with management to compare status, identify disparities, and provide input to
the resolution of potential scheduling and resource conflicts. Collection of
cost from the financial team for project cost analysis for work breakdown
structure (WBS) and the accrual of monthly costs for EVMS reporting.
Safety and Ecology Corp., NASA Plumbrook Reactor, 2008 – 2010
Project Controls Specialist
On site full time, responsible for the project MIS
reporting requirements while performing D&D of the NASA former nuclear
test reactor, excavation of site and tributary sediments/soils terminate the
site’s existing NRC license and release the site for unrestricted use.
Performed cost and scheduling elements of the project, including procurement
phase. Reporting Schedule and Cost Variance Analysis, Cost Performance
Reporting 1, 3 & 5 (CPR) for both cost and schedule analysis. Created
master schedule and modified to detail each sequence of work.
Coordinated with project management, operations, and subcontractors for cost
and scheduling implementation. Interacted with project managers to
generate schedules for immediate implementation and monitor potential
schedule impacts. Waste volumetric tracking for large soils transportation
effort for both cost and metrics reporting.
System One, Westinghouse Hematite Facility, 2007 – 2008

Supported operations management in D&D remediation
activities. Assisted schedule creation and maintaining of project schedules.
Created document control and training databases for control of site training
records and special projects. Generated site work control packages for the
use in the project remediation efforts.
MCM Management, Fernald Environmental Management
Project, 2005 – 2007
Project Engineer
Field Engineer for the Fernald Closure Project in
demolition of the Silos. Provided management support of contract
compliance, client interface and assisted in the overall management of the
project. Created and assisted in the implementation of remediation work
packages. Working in parallel, managed asbestos abatement and demolition
personnel contracts at the Fernald Closure Project. Managed financial
and logistics aspects of equipment fleet rentals.
LVI Services, Westinghouse Hematite Facility, 2003 – 2005
Quality Assurance Manger
Provided QA oversight for remediation project compliance
at the Westinghouse Hematite Former Fuel Cycle Facility. Perform audits on a
periodic basis to assess compliance. Assisted site personnel on quality
related issues. Reviewed and approved procedures for contractual and
regulation compliance. Scheduled surveillance’s and audits to assess the
project. Created and maintained contractor training database.
MACTEC, Fernald Environmental Management Project, 2000 – 2003
Quality Assurance/Project
Engineer/Scheduler
Performed Quality Control functions and site compliance
audits for the site procedures used at the Fernald’s Closure Project.
Responsible for the initiation and revision of all site documents as they
pertain to the customer's contract specifications. Ensured all work performed
in verbatim compliance with all site Safe Work Plans. Developed an internal
cost tracking database for cost accounting reconciliation to support accurate
cost to the project. Direct oversight and management support for project
engineering. Responsibilities included assessing work, preparing work
packages and addressing job needs and their priorities. Developed project
plans and provide on-site interface for engineering related items with
client, contractor and senior management.
